WORKERS at Labour-run Cardiff Council were handed "sign or be sacked" letters on May Day.
A letter issued to over 6,000 staff on International Workers' Day by chief executive Paul Orders gives just two options.
Staff are asked to "voluntarily" accept a reduction in their hours equivalent to a 2.7 per cent pay cut or be given a "notice of dismissal."
The largest staff union Unison is already balloting its members over strike action.
And Plaid Cymru said the council's inflammatory action proved that Labour is no longer the workers' party.
Trade union section spokesman Marc Jones said it was the "sort of sharp practice that undermines collective bargaining and tramples over workers’ rights."
Cardiff Council leader Phil Bale has insisted its budget containing £50 million in cuts "strikes a balance" between service funding, council tax increases and staffing changes.
